World Cup top-scorer tiebreaker mechanism, Kalshi vs Polymarket — Measured settlement-criteria text shows both venues share a most-goals base and defer to FIFA's official determination, but their fallback tie chains are different instruments. Kalshi (rules_secondary) adopts FIFA Golden Boot tiebreakers: most assists, then fewest minutes played. Polymarket (description) resolves by fewer penalty-kick goals, then alphabetical last name. The divergence class TIE_RULE stands; only the mechanism is corrected.
