Why this exists

A market cannot be the impartial judge of its own outcomes.

The whole industry competes on odds and liquidity. But underneath every price sits a quieter, harder question: who decides what came true? Today the answer is whoever runs the market — the same party with an interest in the result, free to word the question one way, resolve it another, and revise the rules after the fact.

That arrangement is survivable while the stakes are small. It becomes untenable the moment these markets are cited, hedged against, and read by machines. At that point the record has to be kept by someone with no position in the outcome. Separating keeping the record from running the market is the entire reason VolRoc exists.

Why now

Ten years ago, this record wasn't needed. Three things changed that.

A decade ago there was one venue that mattered, thin volume, and a human audience that skimmed the odds and moved on. None of those things is true anymore. Three shifts arrived together — and each one alone would be manageable. It is their overlap that makes an independent record unavoidable.

Multiplicity

A single event is now listed in parallel across competing exchanges, each free to define and settle it on its own terms. There is no longer one place where a question has one meaning — so there is no longer an obvious source of truth to point to.

Market-implied probabilities are now quoted in journalism, referenced in filings, and priced into hedges. When a number carries real weight, the exact wording of the question — and any quiet revision to it — stops being trivia and starts having a cost someone has to bear.

Machine readers

AI systems now consume these probabilities as structured fact, at scale, without the human instinct to notice that four sources define the same event four different ways. A machine cannot reconcile what was never reconciled. It needs one canonical source — or it will confidently repeat the contradiction.

Multiplicity created the ambiguity. Consequence made it expensive. Machine readers made it permanent. The instant all three held at once, an independent system of record stopped being an improvement and became a precondition for trust. That instant is now.

Can you prove it

Not a hypothetical. The first record VolRoc sealed: the 2026 World Cup Golden Boot.

Two of the most heavily traded markets of the tournament both call themselves "the Golden Boot." They are not asking the same question. Kalshi resolves to a player — the individual who wins the official Adidas award under the goals → assists → fewest-minutes hierarchy. Polymarket resolves to a nation — the country of the tournament's leading scorer under its own goals → penalty-goals → alphabetical tiebreak. A player and a nation are different settleable answers, and when the leaders sit level on goals the two can name different winners.

VolRoc sealed what each market actually asks before the tournament could resolve it. This is the founding entry in the 2026 World Cup Observatory — read it as a page from the archive, not a pitch.

Awarded to the top scorer of the final tournament only — no qualifying or play-off goals count. Under the official award, ties are broken in a fixed order: most goals, then most assists, then fewest minutes played.

The award is a single real-world event. What differs is the settleable question each venue writes against it — which VolRoc records as two distinct canonical propositions.

The two are RELATED — every player maps to a nation — but not interchangeable. A player-referent contract and a nation-referent contract can pay out on different tiebreak logic, and disagree on who "won." Recording them as one proposition would erase the distinction traders actually hold.

Why it is not academic — the live condition

Through the knockout rounds the leaders repeatedly sat level on goals, separated only on the assists tiebreak. The instant a tie reaches the final standings, the venues' differing tiebreak rules can resolve to different winners — the same "Golden Boot" market paying out two ways. The definitions below were sealed independent of any live standings feed.

Why it mattered

Kalshi settles the award (assists and minutes decide a tie). Polymarket settles most goals, breaking ties by penalties then alphabet — the Adidas assists rule never enters. Two markets, both "the Golden Boot," resolving on criteria that only agree when no tie occurs. When one does, they name different winners — and a machine reading both as one fact repeats a contradiction that was never reconciled.
